Barley Parish Council

Football, Stars, Resident Parking, 2022 Highlights...

As we all know, football isn’t “coming home” following England’s defeat by France. I did write in the last issue I thought we could do well if we avoided penalties but it was a missed late penalty in the game that disappointed and so we left Qatar earlier than we had hoped. For the Burnley fans around here, the depression was short lived as the Clarets played the next day and won and went top of the league, but the World Cup wait is another four years.

With Christmas fast approaching we hope you will have noticed the new stars on the Village Hall, they bring some Xmas cheer to this end of the village since the big star disappeared several years ago. A star has also been erected on the Chapel. The Xmas decorations, including new Xmas tree lights, were a little late getting here because they had to be transported from France (we think the French were holding them hostage until Harry missed the penalty). They are here now and all will be in place by the time you read this.

The Resident Parking application in the centre of the village will hopefully move forward again in January. The formal consultation period is planned to be advertised in local newspapers week commencing 13th January and LCC tell me they plan to send letters to residents informing them of the process. All comments received during the formal consultation will be reported to LCC Cabinet members for a final decision. Residents will need to make themselves aware of the communication channels once announced in the press and respond to the application as they see fit.

I have reported previously that the road lines installed in and around the village in February 2021 were done so using a temporary Traffic Regulation Order (related to Covid legislation). Earlier this year there was a consultation, involving the Parish Council, to determine if the lines were still required. The Council put forward a case to retain the road lines and we are pleased that the County Council agreed with us and a permanent Traffic Regulation Order has been approved and so the lines will remain enforceable in the future.

At the end of 2022 the Parish Council can look back with some satisfaction on a number of developments and events that they have been a positive contribution to the village.

Village Green drainage, footway, embankment and bench seating improvements along with car park and toilet block upgrades have significantly improved these village assets. We are also pleased to have got some control back over parking on the Turning Area and with the confirmation of the permanent road lines (mentioned above) these will both contribute to less congestion in the village centre. We were delighted to support the Platinum Jubilee celebration event which was a great success and to agree a compromise with the Pendle Hill Landscape Partnership which has seen Hey’s Lane improved. There have been many other improvements such as a new defibrillator early in the year through to new Xmas decorations at the end of the year. Things have gone well and we are planning for more of the same in 2023.

On behalf of the Parish Council, I would like to wish everybody in the Parish a Happy New Year.
